Leading the team is C. J. Garbo, a highly accomplished professional with an extensive and diverse background in cybersecurity, information technology, law enforcement, political strategy, and public service. Garbo has spent over 15 years in law enforcement, where he developed expertise in investigations, public safety, and crisis management. In addition, he is a recognized expert in cybersecurity, serving as a Business Information Security Officer (BISO) for a global technology solutions company, where he has led efforts to safeguard data, defend critical infrastructure, and ensure regulatory compliance.

Garbo’s strategic thinking and leadership skills have been proven through his work as a political strategist and campaign manager, where he has successfully guided multiple candidates to victory, including high-profile races for Congress and Governor. As a Planning Commissioner for Douglas County, Garbo demonstrated his ability to shape policy and drive community-focused development initiatives. He also serves as a Community Safety Volunteer for the Douglas County Sheriff’s Office, showcasing his continued commitment to public service and community engagement.

His extensive experience in data analysis, communications, and organizational leadership makes him uniquely suited to manage legislative priorities and ensure the smooth operation of Representative Brooks’ office. Over the last four weeks, Garbo conducted rigorous interviews to ensure each team member brings unique expertise and passion for public service to the office.

Garbo, a Colorado native, holds a M.Sc. in Human Resource Management from Regis University and a B.A. in Political Science from the Metropolitan State University of Denver.

Raiden Stahly – Junior Legislative Aide

Raiden Stahly joins the team as Junior Legislative Aide, bringing leadership, dedication, and communication skills honed through years of academic excellence and extracurricular leadership. A former student council vice president, speech and debate participant, and varsity football team captain, Stahly’s ability to stay organized, lead teams, and deliver under pressure makes him a valuable asset to the legislative process. With experience in business operations, volunteer coordination, and public speaking, Stahly is well-prepared to assist with policy research, constituent services, and committee support.

Payton Rusk – Legislative Intern

Payton Rusk, a sophomore at Metropolitan State University of Denver, is majoring in Political Science and already demonstrates an impressive academic record with a 4.0 GPA. As a student-athlete and member of the Student-Athlete Advisory Committee, Rusk balances demanding commitments, showcasing her discipline and time management skills. Certified in Microsoft Word and PowerPoint and experienced in social media communication, Rusk will focus on data analysis, policy tracking, and digital communications to help the office run effectively and stay engaged with constituents.

Mathew Lawrence – Legislative Intern

Mathew Lawrence brings exceptional organizational skills and financial expertise to the team as a Legislative Intern. A junior political science major at MSU Denver with a 4.0 GPA, Lawrence has extensive experience as a Capitol Guide and guest teacher, as well as prior roles in banking, finance, and collections. With his background in conflict resolution, public relations, and data management, Lawrence is equipped to assist with policy research, scheduling, and constituent outreach, ensuring seamless operations and support for legislative priorities.
