Building Excellence: Rep. Max Brooks Welcome Experienced Sr. Legislative Aide to the Team

I am thrilled to announce that I have hired C. J. Garbo as my Senior Legislative Aide to help run my office and support our work at the Capitol. C. J. brings a wealth of experience, dedication, and professionalism to the role, and I couldn’t ask for a better partner as we work to serve the people of House District 45.

C. J. is highly accomplished, with a diverse background that includes expertise in information technology, cybersecurity, public safety, and politics. His ability to navigate complex challenges and build high-performing teams has earned him respect across multiple industries.

Most recently, C. J. played a key role in the Castle Rock Town Council races, where his strategic approach helped candidates connect with voters and articulate their visions for the community. His work in these local elections reflects his deep understanding of the issues that matter most to Douglas County residents.

As my Senior Legislative Aide, C. J. will manage the day-to-day operations of my office, including constituent communications, legislative research, and stakeholder engagement. His professionalism and commitment to excellence will ensure that our office remains responsive and effective in addressing the needs of our district.

I’m confident that C. J.’s expertise and leadership will be invaluable as we build a legislative agenda that reflects the values and priorities of House District 45. Together, we are ready to hit the ground running and make meaningful progress for our community.

CJ holds a B.A. in Political Science and an M.Sc. in Human Resource Management.

The Majority’s Manipulation: How HB25-1133 Was Forced Through Committee

House Bill 25-1133 - a bill that prohibits the sale of ammunition to anyone under the age of 21 - should have died in the Business Affairs & Labor Committee. The votes were there to stop it. The arguments against it were clear and compelling. Yet, in a blatant act of political manipulation, the majority party ensured its passage by swapping out a "no" vote from their party for a member who had already signaled she would vote “yes.” When faced with losing a bill deemed “important” because its primary sponsor holds a leadership position in the majority party, they simply changed the committee’s makeup to guarantee the outcome they wanted. This is not how representative government should function. The bill itself is a direct infringement on the Constitutional rights of 18-20-year-old citizens. When I first ran for office, I made a promise to represent the people of Douglas County with clarity, courage, and a fierce commitment to preserving what makes our community exceptional. That commitment led me to become a vocal supporter of the Douglas County Home Rule Charter. This initiative was never about rebellion. It was about resilience. Each legislative session at the State Capitol brings a new round of policies that pull authority away from local communities and concentrate it in Denver under the gold dome. From statewide zoning mandates that strip your elected county commissioners of land use authority, to top-down education reforms that disregard the values of local families, we are watching the slow but deliberate erosion of local control.
